It is certainly hopeful that with the passage of this bill we will have faith in NOAA to administer this territory, since we obviously with passage of this bill don't trust them to evaluate or make recommendations.

There really is no reason to add to this hearing--unless it is to give Members another 5 minutes to campaign, or speak on the bills. It is kind of a waste of time.
