I have every intention of saving the committee some time on this particular amendment. It is, I think, very straightforward. In the 107th Congress a bill was passed that said there would be a study, a feasibility study based on this project. The gentleman from Massachusetts was the author of that piece of legislation. Bottom line is the feasibility study has yet to be completed, period. This is simply a concept of regular order. What this says is that this trail will not be slowed down, but it will be enacted once we have gone through the process outlined before, regular order, and the feasibility study is finalized and presented. Then the trail would actually be enacted. It's an effort to try and maintain the standards and the process that we have established before. With that, actually, Mr. Chairman, I will yield back the balance of my time.
