Mr. Speaker, again we have a bill that does a great job in solving a problem that should have been solved a long time ago, especially if the Senate would ever listen to it. To introduce his bill, I would like to yield such time as he may consume to the sponsor of the bill, the gentleman from Idaho (Mr. Simpson).
