I find it ludicrous and somewhat insulting to the American people that there are actually those who believe, if you take a $1 trillion program which transfers power from the American people to bureaucrats in Washington, by adding more spending for a few studies and for a few small, little tweaks here and there, that that's actually better and that that's going to buy people's support. I think one of the things, maybe, we have done too long in both Houses of this Chamber, perhaps with both parties, is we've spoken too long about it.…”
