Mr. Speaker, the gentleman from New Jersey is right, yesterday the House did act in a bipartisan way. Now it's up to the Senate to act--amend, change, anything except just sitting there and not taking action. I am pleased to yield 1 minute to the gentleman from Arizona (Mr. Flake).
