Madam Speaker, this resolution provides for a structured rule of H.R. 1904, the Southeast Exchange and Conservation Act of 2011. It makes in order every amendment that was filed with the Rules Committee. So this is, like the Texas victory last night, a very fair rule and continues the record of the Rules Committee in this Congress of making as many amendments in order as possible which otherwise conform to the House rules. That's been the goal of Chairman Dreier in his continuing record of fairness and openness in the formulation of this open rule. Madam Speaker, this Resolution provides for a structured rule for consideration of H.R. 1904, the ``Southeast Arizona Land Exchange and Conservation Act of 2011, and makes in order every amendment that was filed with Rules Committee. So this is a very fair rule, and continues the record of the Rules Committee in this Congress of making as many amendments in order as possible which otherwise conform to House Rules, which has been the goal of our Chairman, Mr. Dreier, in continuing the record of fairness and openness in the formulation of this rule.
