Madam Chair, even though it has been said, you have already read it in some reports from the chairs of the committee of jurisdiction as well as the committee that could have sequential referral of this, that they approve adding some of the amendments we are going to be talking about later into this package. I think the same thing is actually having a hearing and allowing members of those committees to have their will and say something. The process is not to allow the chairman to determine what bills will or will not be added--what bills will or will not be. It is to allow the members of the committee to have that kind of input, and this process is eliminating that kind of input. A collection of minor, flawed bills was presented to our Subcommittee on Water, Oceans and Wildlife a few months ago, and instead of correcting the flaws, they have simply been repackaged and rebranded as a landmark climate change bill. The net result is the climate is going to continue to change and our country will be about $1.5 billion a year poorer for it. Take, for example, H.R. 1023 included in this package, it creates a new Federal fishery monitoring program for the Great Lakes Basin.…
