As a member of the Strategic Forces Subcommittee, I oppose this amendment as wrong policy. Why would we rush headlong into unilateral disarmament at the same time Russia has not lived up to its treaty obligations with the INF treaty? Section 3121 wisely prohibits the disarmament of nuclear warheads for 5 years, enough time to see if actually Russia will live up to its agreement. If you are actually going to get rid of a weapons system, for heaven's sakes, get something for it. Unilateral disarmament gets us nothing. That is why this is the wrong policy with the wrong message that would go to our potential adversaries but, more importantly, the wrong message that would go to our allies, who are waiting to see if the United States will retreat from a position of leadership.
