I have a brilliant amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 69, after line 4, insert the following (and redesignate the subsequent subparagraphs accordingly): ``(F) After the conclusion of the public comment period for a planned competitive lease sale, the Secretary shall not cancel, defer, or withdraw any lease parcel announced to be auctioned in the lease sale. The Acting CHAIR. Pursuant to House Resolution 641, the gentleman from Utah (Mr. Bishop) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Utah.
