Madam Speaker, at some point, I will make some comments as to the history of what we are trying to do, but I would like to get a few of the other issues before us--which are amendments-- covered before we collapse into what appears to be the direction in which we are going. Because of that, I would like to yield 3 minutes to one of the members of the Armed Services Committee, who, indeed, is the chairman of one of the subcommittees and who does yeoman's work, especially with our missile defense system, the gentleman from Ohio (Mr. Turner).
