I am pleased to yield 2\1/2\ minutes to the gentleman from Missouri (Mr. Akin), the chairman of the Seapower Subcommittee of the House Armed Services Committee, a person who has worked very hard on this for his entire career here in the House.

There really is no reason to add to this hearing--unless it is to give Members another 5 minutes to campaign, or speak on the bills. It is kind of a waste of time.
I want to remind him that OCS revenues provide 100 percent of the funding for the LWCF, as well as significant revenues to the Gulf of Mexico coastal states for coastal restoration.
All of those legitimate questions are not going to be addressed in this Committee hearing today.
Both states and the Federal Government should play key roles in managing fisheries.
