“Once again, I would ask our Members to reject this particular amendment. It is a core provision, one of the few creative efforts, and only a pilot project to try and find a solution. It has received bipartisan support. It has received support from a broad coalition of outside groups. Admittedly, some of those who actively litigate and raise money and profit by it don't like this provision, but most of the other people recognize this is something the Forest Service can use on day one.
