Mr. Speaker, I wish to yield such time as he may consume to the gentleman from Nevada (Mr. Heck), who is the sponsor of this bill, to introduce this particular piece of legislation, which does so much for the West and recognizes the importance of hydroelectric power for those of us who live in the West.
