“I wish to thank the gentleman from Massachusetts for his kind words about the process that we are doing here. It is nice to be complimented on a bill which we have done correctly and done right. I would suggest, though, that it is wise of us to actually bring it here to the floor, rather than put it on a suspension calendar. There were several Representatives that wished to have a chance to speak to this and amend it. We are dealing with amendments to this particular bill, which is, once again, why you bring it to the floor, otherwise they would be closed from that process. {time} 1300 I also appreciate his comments about sequestration. I am very happy that he mentioned that because, not only did I vote against the original law that established it, but I voted twice for solutions to it well before sequestration was ever established. Both of those bills passed in a bipartisan way and were sent over to the Senate. The Senate responded by doing nothing, which is typical of a lot of things that simply happen around this place. In 1925, when the issue of helium was first addressed by Congress, we made a mistake. The idea at the time was that dirigibles would be the source of aviation for the future, and therefore helium was extremely successful. It's not the first time we've been wrong.…”
