We can either balance our budget and deal with our deficit and our debt in a fair and balanced manner, or we can do it in the way that the Republican leadership has proposed, which is to basically put the burden on middle-income families and those struggling to get into the middle, and to put an added burden on our senior citizens. Make no mistake about it: if you vote for this rule, you are voting to end the Medicare guarantee. That is their plan, and that is what they have said. There is no question about it.
