“This resolution provides for a structured rule for consideration of H.R. 4402, which is the National Strategic and Critical Minerals Production Act, and provides for 1 hour of general debate, equally divided and controlled by the chairman and ranking minority member of the Committee on Natural Resources, and makes in order seven specific amendments out of ten which were filed at the Rules Committee. Five of the seven are Democratic amendments and two are Republican. So this is a fair and generous rule and will provide for a balanced and open debate on the merits of this important piece of legislation.
