I would just in deference to the Rules Committee defending their actions note that there was only one amendment that was sent as a potential amendment to this rule, and that was nongermane. It is very difficult to put amendments in order that have never been submitted to the Rules Committee in the first place. Madam Speaker, with that, maybe even to verify that, I would like to yield 2 minutes to the gentleman from California (Mr. Dreier), the chairman of the Rules Committee.
