I am still having a difficult time trying to grasp the concept that my good friend, the gentleman from West Virginia, would be opposed to such a brilliant bill in its current form in the first place; but with that, I appreciate his efforts and his concept dealing with this MTR. I just want to remind of you of one element. If you pass this motion, you don't raise the minimum wage, and you don't bring about any of the consequences CBO or other organizations talked about, that concept. All this amendment does is delay the bill. It doesn't raise anything. It simply delays the bill. This bill, the underlying bill, tries to take an act that is 108 years old and modernize it, so that the American people are given the right to be heard before the President takes his pen and signs his name to a piece of paper and a proclamation. This bill simply says let Americans have the chance to talk about this before the President acts, like every other element of government has to do. With that, I urge your rejection of this MTR.
