It just says we're going to return this issue back to the congress where it should have been to begin with. And it says these exact words, 'The Congress shall have power to prohibit the physical desecration of the flag of the United States.' Does that mean the Congress has to? No. Will the Congress? I hope so.
Senator Hatch supports the flag desecration amendment, stating it should be a congressional issue.
