I feel I should make a few more remarks here, because I would not want this day to pass without mentioning Barry Silverman, who is one of the judges nominated for the Ninth Circuit Court of Appeals, and, of course, Richard Wayne Story, who was nominated for the Northern District of Georgia. Each of these nominees has the support of his home State Senators and each is well qualified for the Federal bench. So I want our colleagues to know that. Barry Glen Silverman was nominated for United States Court of Appeals for the Ninth Circuit. He graduated summa cum laude in 1973 and got his J.D. in 1976 from Arizona State University. He is currently a U.S. Magistrate Judge in the U.S. District Court for the District of Arizona. He has served as a Superior Court Judge both in Phoenix and Maricopa Counties, and he has also served as a prosecutor in Phoenix. He is the recipient of numerous awards including the 1991 Henry Stevens Award, which recognizes trial judges who represent the finer qualities of the judiciary. His nomination is not the least bit controversial, and he is supported by Senators Kyl and McCain. Richard Wayne Story has been nominated for United States District Court for the Northern District of Georgia. He received his B.A. in English from LaGrange College in 1975, and his J.D. from the University of Georgia in 1978. He is presently a sitting judge on the Superior Court bench in the Northeastern Circuit of Dawson and Hall Counties of Georgia.

I thank my dear colleague for his kind remarks. I didn't expect them. I didn't realize this was going on until a few minutes ago. So I am grateful to him. Thanks for that. The PRESIDING OFFICER. The Senator from Pennsylvania.
