It was a bipartisan supported bill. Democrats and Republicans support this bill. It will pass if Senators are permitted to vote their consciences and are permitted to vote up or down without the phony delays of a filibuster, especially a filibuster on the motion to proceed. By the way, rule XIV is an effective rule of the Senate. Both sides have used that in order to expedite consideration of matters and everybody understands that, and everybody can then debate.
