Let me conclude with just one more sentence to answer the Senator's question. The fact is we have never been able to do it up to now, and there is no way that we should hold the amendment hostage, assuming we pass it by a two-thirds vote and send it to the States, there is no reason why we should hold it hostage until we take another 18 years to try to get together on a balanced budget without the balanced budget amendment being in place.
