But under the Daschle amendment, what it would do is it would hold things up. This is the one time in history where we have a chance of passing a balanced budget amendment, sending it to the States, letting the States make the determination whether they are going to ratify it, three-quarters of them, or 38 States, and make it part of the Constitution. The Daschle amendment would basically hold that up until we come up with a balanced budget approach that passes 535 Members of Congress.
