“I thank the Senator for his kind remarks, but I also recognize his great leadership. This is a complex set of issues. We had complexities among the groups. We had to bring them all together and work with them. We had to try to resolve conflicts between liberals and conservatives, as usual. We also had to work very carefully with various personalities. But we were able to get it done. In large measure, it was due to the work of my friend from Iowa. I think people in the disability community and really throughout the country ought to be very grateful for what he has done. I am grateful to have been able to have played a small role in helping him to do it.”
