Sometimes the district courts are involved and that is why we need the circuit court of appeals. Yet this President is treated different than prior Presidents, including President Clinton. About two-thirds of the circuit court nominees haven't even had a vote. Usually by this time in a President's career about 90 percent have had a vote.
