As I read it, it does; it is the failure of the State to provide work-related activity. The amendment reads: The limitation described in paragraph (1) shall not apply to a family receiving assistance under this part if the State fails to provide the work experience, assistance in finding employment, and other work preparation activities and support services described in [this] section. I contend that does give a right to sue to recipients.
