I notice probably one of the wealthiest States in the Union, Connecticut, gets more money per pupil than any other State, and it does not even need the money. What about these States that do? I hate to call it a stupid formula because it is in an education bill, but it is really a dumb, stupid formula, and it ought to be changed.
