These documents cast serious doubt on Mr. Bender's allegations about Mr. Estrada. The evaluations show that during each year that Mr. Estrada worked at the SG's Office, he received the highest possible rating of ``outstanding'' in every job performance category. The rating official who prepared and signed the performance reviews for 1994 to 1996 was none other than Paul Bender. Let me read a few excerpts from the evaluations that Mr. Bender signed. They say that Mr. Estrada: States the operative facts and applicable law completely and persuasively, with record citations, and in conformance with court and office rules, and with concern for fairness, clarity, simplicity, and conciseness.”
