“Under our bill--which as Senator Nickles pointed out earlier is not even the subject of our amendment today--participating States would use Federal grants to help working parents with incomes too high for Medicaid buy private health insurance or purchase care through a Community Health Center for their children. So Utah could use the Federal funds under the CHILD bill to supplement the current privately supported Blue Cross/Blue Shield Caring program for children, which serves over 1,000 children. This program provides a base on which to greatly expand subsidized private health insurance coverage. And I know this is true, because I am one of those who helped get that program up and running. I might also add, just for my good friends and colleagues, the distinguished majority leader and the Senator from New Hampshire, the Utah program has endorsed the Hatch-Kennedy bill.”
