Some of the statutes we pass are goofy. And let me agree with my colleague from Ohio, whom I happen to care a great deal for, even if he is defensive here today, that not only are some of the statutes goofy but we in the Congress, we do not define statutorily what we really want, sometimes, and we just leave it up to the bureaucracy to go out and screw up America. And sometimes they do. And I think anybody who does not agree with that proposition is not living in America, or even outside of America and watching what goes on in America, with some of our overregulatory excesses. That is what this is all about. I have to say, thousands of workers for the Government work hard and they really do a good job, and many of the regulators do a great job. We are not meaning to malign all Federal regulators, certainly not. But we do know a lot of these regulations are goofy. We do know that a lot of them cost American business and small business a lot of unnecessary money and, thus, every American citizen. We do know that people are being hurt and oppressed in this country because of stupid, idiotic, ridiculous and, yes, to use my term, silly regulations.
