In addition to the fact that we have no strong incentives under the current system to stay within either the estimates or the budget that is under the current system, Congress often compounds the problems inherent in using estimates by making changes in policy that the estimates did not foresee. There is no disincentive under the current system for doing this without great concern about the effect on compliance with the budget plan.
