I do support her for this position as a United States district court judge. I plan to vote for her nomination, as I did in committee. If confirmed--and I believe she will be confirmed--Ms. Mollway will be the 270th Clinton judicial nominee to be reported by the Judiciary Committee and confirmed by the Senate. In light of this record of accomplishment and in light of some recent remarks made on the floor of the Senate, I thought it would be appropriate for me to spend a few minutes reviewing our record in processing President Clinton's nominees. I have been working with White House Counsel Chuck Ruff to ensure that the nomination and confirmation process is a collaborative one between the White House and the Members of the Senate. I think it is fair to say that after a few bumpy months in which the process suffered due to inadequate consultation between the White House and some Senators, the process is now working rather smoothly.

I know of no further debate on the bill. The PRESIDING OFFICER. Is there further debate? Hearing none, the bill having been read the third time, the question is, Shall the bill pass? The bill (H.R. 1551), as amended, was passed.
