Even, in spite of the reductions in deficit that have occurred over the last 4 years after the enactment of one of the largest tax increases in history--some on our side say the largest tax increase in history; it is debatable, but it is one of the two largest tax increases in history, both of which, I think, were motivated by Members on the other side of the aisle--we are still in hundred-plus billion dollar deficits, going up to $188 billion and on up beyond that by the year 2002. The fact of the matter is, if it was up to the distinguished Senator from West Virginia and the Senator from Utah, we would have the will.
