Let me add in closing that this earmark would be applied against the crime control block grant. We think it is about time we do this. I also mention for the record that the chairman and ranking member of the D.C. Appropriations Committee, Senators Jeffords and Kohl, support that part of the amendment granting $20 million for the District of Columbia Police Force to be utilized by Chief Soulsby, with his consultation, with both Judiciary Committees and both Appropriations Committees.
