I think the real thing the Senator has been worried about is whether if pro-choice and right-to-life people are picketing and exercising their rights of free speech, and some incidental damage occurs--just to choose two organizations in society--that if there is no intention to commit terrorist actions, and if the demonstrations are intended to be peaceful and nonviolent, that somehow or another this law would not be triggered.
