I do not disagree with Senator Biden. When you have terrorists and bomb throwers and rocket launchers and things like that--I do not have any sympathy for them either. But both he and I have been in court before as practicing attorneys where the Federal Government has brought unjust actions against people and dangled them for the full extent of the statute of limitations. We won those cases, but it was not easy and it ruined lives in the process. I have seen that happen. That is what I am concerned about and that is what I think many people are concerned about. I am not against extending statutes of limitations when they are justified. Maybe in this case they are. I may very well consider voting for this amendment or accepting it. But I want to make sure everybody understands it is not quite as simple as we sometimes paint it on the floor, when 40 percent of the people in this country are afraid of their Government.
