It takes care of those criminal activities, mail fraud, wire fraud, and the interstate transportation of stolen property, however the Federal terrorism statutes are not currently included in Title III. As a result, Federal investigators are often hampered in the use of this powerful tool when investigating terrorist incidents. We have to remedy that, and we should not let a day go by without remedying it. We should not let some of the petty aspects of this body stand in the way, not passing this type of legislation right now when it is really needed, on the day that, for the first time in my 25 years, a vote was interrupted by a bomb threat and we all had to move outside. It is time to start fixing these laws. We can play around with commissions. We can play around with task forces. We can do a lot of other things, but I would like to fix it now. At this juncture of our history it is essential that we give our law enforcement authorities every possible tool to search out and bring to justice those individuals who have brought such indiscriminate death into our backyard. However, we must also be careful that in our quest for vengeance we do not trample those very liberties which separate us as a society from those who want to destroy us. We are fortunate that we already have in Title III a legislative scheme that balances these conflicting interests.
