“First of all he says he's down to 3.2 million that he says they are truly uninsured. First off, the Senator says the 3.7 million are Medicaid eligible. That's what he said. But here is what the CBO said: 10.5 million uninsured kids, 3 million Medicaid--let me just read it right out of there. Here is what the CBO says: According to widely quoted estimates, about 10.5 million children through the age of 18, or 14 percent, are uninsured. At least 3 million of them are thought to be eligible for Medicaid. That is the CBO. That is what we rely upon around here. So my friend from New Hampshire is using numbers somewhat different from the CBO. I still do not understand how anyone can seriously believe that $16 billion is adequate to take care of 10.5 million uninsured kids. I will go into that for just a minute, but let me just say this. First of all, the amendment we filed is not a bill, it is strictly numbers. A bill will have to be formed from it. The question is whether we should fund beyond the $16 billion provided for in this bill--which I praise, but which is totally inadequate to do what many of us in this body would like to do, including many on this side.”
