I will make a suggestion to the Senator, and that is, amend your amendment to put it in a sense-of-the-Senate resolution form, and I will work to get you 100 votes. But we are talking about amending the Constitution with language that really clutters up the Constitution with language that should not be in the balanced budget amendment. If the Senator will do that, I will work to get him 100 votes in the Senate, because nobody wants to treat children or children's programs disproportionately, but it is not constitutional language, and it should not be in the Constitution. I have to be opposed to it, and I hope most of our fellow Senators will be opposed to it. Nobody is opposed to children. I think that would be a reasonable way of resolving this. Put it in a sense-of-the-Senate resolution, so it is not incorporated in the Constitution, as a sense-of-the-Congress resolution in the Congress. It just is not the way we should amend the Constitution of the United States.
