I have worked closely with Senator Kyl on a number of issues over the years.

I have sat with Senator Bingaman for most of my time here in the Senate.

I do not think they have been very forthcoming down there on a whole raft of issues.

This was an Information Memorandum, essentially a notice to the States saying, we are open for business.
