I think this is a big victory for all of America, but most of all for those folks who suffered in Oklahoma City, OK, and other terrorist incidents in the world. I want to acknowledge the work of some people who were critical to the passage of this bill--in particular, the majority leader. The majority leader, Bob Dole, is to be commended for his leadership. Once again, Senator Dole has delivered for the American people. I personally express my gratitude to our distinguished majority leader. I also want to acknowledge the work of Chairman Henry Hyde over in the House, and my fellow conferees, Senators Thurmond, Simpson, Biden, and Kennedy. Senators Nickles and Inhofe deserve mention, too, because they never let this institution forget who this bill was for. All of the survivors from the Oklahoma tragedy and the Pan Am disaster were critical to this bill's passage. So they all deserve our thanks. I want to mention a few of the other people who worked on this bill, as well--in particular, the staffers who worked long hours out of deep commitment to public service.
