I rise today to praise my good friend Senator Slade Gorton for his efforts in putting together this important legislation. It is particularly important to my state, where over 70 percent of our land is owned or managed by the Federal government. My colleagues will recall that one year ago, President Clinton stood on the edge of the Grand Canyon in Arizona and designated 1.7 million acres of Utah as the Grand Staircase-Escalante National Monument. Since that time, we have been discussing the future of this monument and what the short and long term impacts will be to my state and the surrounding communities. There are many questions and concerns that remain to be addressed. But, I am confident that during the next two years, the Bureau of Land Management will develop a management plan which properly and effectively addresses these matters. For this reason, I am pleased that H.R. 2107, the Interior Appropriations bill, includes $6.4 million for the planning, management, and operation of the new monument. Mr. President, regardless of where public opinion eventually comes down on this new monument and the controversial way in which it was created, we should not forget the important lessons we have learned from the experience. When citizens are deliberately excluded from government deliberations that so directly impact their homes, communities, schools, and families, damage is done to the very institution of democracy.
