what happened to James Byrd and Matthew Shepard should not happen in a great nation such as ours. Hate crimes are abysmal. They are horrible. We should all be against them. My amendment does two things. First, it requires that a comprehensive analysis be conducted to determine whether or not State and local jurisdictions are failing or refusing to prosecute hate-motivated crimes to the fullest extent of the law. Second, it provides monetary assistance to State and local jurisdictions who lack the resources to combat hate crimes. My amendment is strongly supported by the National District Attorneys Association, the major organization that represents State and local prosecutors throughout the country. The National District Attorneys Association endorsed my amendment because State and local prosecutors believe that the assistance offered in my amendment would be helpful to them as they seek to fight hate-motivated crime.
