I have to suggest that if Senator Kennedy and Senator Hatch--who have such widespread differences of philosophy--can unite to propose a program like this, then anybody can get together. Despite our philosophical differences, which are wide, we both have a great deal of friendship and caring for each other. We are working as hard as we can to do what is right here. I want to thank my colleague for his great work in this effort.
