“earlier today I voted against S. 1361, the School-to-Work Opportunities Act. I did so reluctantly, Mr. President, as I have been a long-time supporter and promoter of job training. I also cast my vote understanding that this bill would almost certainly become law, notwithstanding my concerns. Those concerns, Mr. President, were not with the laudable and legitimate needs that this legislation sought to address. My concerns deal with the fact that we already have 154 separate job training programs on the books that cost Federal taxpayers nearly $25 billion a year. There is currently a maze of Federal and State job training efforts that is in desperate need of reform.”
