I have listened to my distinguished friend from Minnesota. As usual, he is an advocate for those who are poor and have difficulty in our society. I admire him for that. On the other hand, I do not think there is a person in America who thinks for one second that this voracious, money-eating, money-grubbing Federal Government does not eat up an awful lot of this money right here in the bureaucracy. In fact, there are many authorities who seem to indicate that of all the billions of dollars taxpayers are spending for the poor, welfare, food stamps, AFDC, you name it, and the thousands of programs that we have, some believe that only 28 percent of all of that money we pay actually gets to the poor.
