Through the years, we have had a variety of plans proposed that would bring us to a balanced budget--Zero Deficit Plan, Concord Coalition, Senate Budget Committee Plan, Economic and Budget Outlook for Fiscal Years--a lot of others. You could just go through plan after plan. But they have never had the votes. Is that not really the problem?
