I think the problem is we have a lot of nongermane amendments that do not belong in this bill, and there are people on this side who do not want them. Frankly, we have a cloture vote tomorrow morning, and nobody will filibuster it on this side. There is a feeling over here by some that we have a bunch of nongermane amendments that gum up this bill, and we may have to wait until cloture tomorrow on some of those amendments. Maybe we can move ahead on some that are germane, like the habeas amendments. They are germane. Habeas is a big part of this bill. We have kept all the gun fight amendments away on our side because we want to pass the President's terrorism bill. The President of the United States has called for habeas corpus in this bill. We are going to give it to him if we can. I believe we can. Now we are getting into extraneous matters that are not even germane to antiterrorism, are not germane to this bill, that should not be in this bill, that could be brought up on any number of following pieces of legislation and be germane, especially the crime bill, and the only purpose is to make this bill a more political exercise than it should be. I would like to worry a little bit more about these victims of the Oklahoma bombing and others who are potentially victims if we do not do something about this antiterrorism legislation as quickly as we can.
