Yes, I actually would hope to have a more clear priority that, yes, there has to be an enormous humanitarian need, but there also has to be a very clear U.S. interest in intervening in that particular area.

My assessment is that there have been nations that have severed relations with Taiwan but have not gone the other way.
I think perhaps Energy and Natural Resources (ENR) would be the committee that would be focused on this more than Budget.
