Mitt Romney: “Free enterprise created vaccines that saved millions of lives.”

When I was serving as Governor of Massachusetts, I would hear occasionally some stories that gave me some concern.

They understaffed healthcare facilities. They didn't pay for required medical equipment. They failed to meet minimum operating standards.
